Attorney Chris Carlyle spoke at the Environmental Law Institute’s (ELI) Environmental Law and Policy Annual Review held in Washington, D.C. on March, 31, 2017. Each year, ELI and Vanderbilt University Law School select several articles which present innovative environmental policy proposals to be discussed at the annual review. They then select several professors, practitioners or policymakers to comment on the articles. One of the articles chosen this year was Climate Exactions by Professors J. Peter Byrne from Georgetown University Law Center, and Kathryn A. Zyla from the Georgetown Climate Center. The article was inspired by Koontz v. St. Johns River Water Management District, 133 S. Ct. 2586 (2013), in which attorney Chris Carlyle and a team of others prevailed at the United States Supreme Court in a landmark cases involving takings. Mr. Carlyle’s written comments will be published in the Environmental Law Reporter later this year.
